Workflow Engine vs Document Manager 81

    For implementing internal controls (Employee Registrations and Disclosures), the requirement we arrived at includes a lot of workflow functionality as well as Document Management functionality - (apart from Reporting and Audit trail functionality)
    The problem comes with the choice of Third Party Engines to address these. Most Document Management Systems seem to include Workflow features (Business process as well as Document workflow). Is it also the case that most Workflow engines have basic document management features? If so, going for both may introduce redundancy in features. How does one decide which one to go with? And what is the general usage trend?
